Commented Unassigned: Remove the System.Web reference [14881]

EPPLUS uses System.Web reference just for two lines of code, with this Reference, we cannot use .Net Client Profiler in the consumer project.

The need from System.Web comes from HttpUtility.UrlDecode, on line ~840 of ExcelWorksheet class.
